Women and minorities continue to have problems securing
government contracts.  Although great effort has been
placed on certification training through government
programs and other  organizations, the early bird is simply
not catching the worm.  According to EDG research, once
the WMBE has been approved for certification, the business
owner is unsure of how to secure the actual contract.

Becoming a certified Women & Minority Business
Enterprise is just the first step in securing an WMBE
contract with the Government or large corporation.  It takes a
great deal of time, research and preparation
time to even be considered in the procurement process.

WMBEs must understand that they will not receive a contract
simply because they are certified.  Neither will they receive
the bid simply because the government has set aside a
dollar amount to spend with women and minority business
owners.  

The women & minority business owners still need to
submit a competitive bid in the appropriate manner with the
correct information.  At times giving the proper wording, is a
struggle within itself.

Securing one significant bid could increase an MBE's sales
receipts by millions.   Once the sales receipts of MBEs
begin to increase, employment opportunities increase.
Once employment opportunities increase, minority
communities become viable and economically self-sufficient.  

Most mainstream businesses, white owned establishments
have great successes due to their successes in securing
contracts with the government & or large corporations.  


In effort to help more Women & Minorities secure government
contracts, EDG is introducing a pilot program to represent
business owners in the contracting process.  The pilot for the
program will begin September 15, 2006.  

EDG's goal is to help business owners:

    1.) Understand what to do after becoming certified.  

    2.) How to be competitive and how to submit the
    proposal.
